Fox Business: Congressman Armstrong discusses Justice Reinvestment Initiative Act on Varney and Co.

Congressman Kelly Armstrong discussed his new criminal justice reform bill, the Justice Reinvestment Initiative Act, on Varney and Co. on Fox Business on Monday.

"It is important to remember the First Step Act, it was the first step. The vast majority of criminal justice occurs at state, local, county level," Armstrong said. "We need to get this on the ground in local communities. Texas has done it. My state of North Dakota has done it."

Armstrong, a member of the House Judiciary Committee, says this is an issue Republicans should champion.

"It should be a Republican issue. The return on your investment if you break cycle of addiction-related crimes doesn't just deal with that one offender and that one citizen, you break a family cycle," Armstrong said.

Armstrong also discussed the "Will they or won't they?" impeachment fight.

Stuart Varney: "Congressman, call it, by end of summer have we started impeachment proceedings?"

Armstrong: "If I had to guess I would say yes for the simple reason that when Speaker Pelosi, when she had a chance to tack to the middle or tack to the left throughout her entire history we end up tacking to the left."
